Automatic import license refers to the license granted by license-issuing organs authorized by the Ministry of Commerce to the goods subject to automatic import license administration according to law. According to China's foreign trade law, all imported commodities subject to quantitative restrictions shall be subject to quota and license administration. China's customs simplified the procedures and links of applying for import licenses, reduced and standardized non-tariff measures, and promoted the rapid development of import and export trade.

一、Scope of application of automatic import license

1. Mechanical and electrical products automatic import license supervision certificate code "O", including optical disc production equipment, tobacco machinery, mobile communications products, satellite broadcasting, television equipment and key components, automobile products, aircraft, ships, game consoles and other commodities;

2. Except mechanical and electrical products, the automatic import license supervision certificate code is "7". Non-mechanical and electrical products: beef, pork and by-products, mutton, chicken, milk, milk powder, soybean, rapeseed, vegetable oil, soybean meal, mineral deposits, fertilizer, steel, etc.

3. The regulatory certificate code of automatic import license for processing trade is "V", and the commodities under management include crude oil and refined oil, etc.

三、 Specifications for the use of automatic import license

1. Automatic license shall be carried out in batches with one license, and customs declaration shall not be made in batches. For non-batch with one license management, customs declaration shall be made in batches for a total of not more than 6 times within the validity period;

2. Valid for 6 months, only valid within the Gregorian calendar year;

3. The customs carries out paperless clearance of the license, and can check the electronic license online, instead of making paper face-to-face endorsement;

4. If the automatic import license that is not one lot one license needs to be extended or changed, a new license shall be issued according to the remaining quantity after the quantity declared in the original license has been verified and reduced.
